The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.
The Immigration Unit's listing marks Kosovo, Palestine and Taiwan as 'YES – poe' (visa issued at port of entry) with 'Affidavit of Identity required', so holders obtain the visa on arrival rather than in advance.
