Aevamo’s reading
Section 5(2) of the Aliens Control Act 1966 is what creates the obligation: an alien may enter Lesotho for a visit only while in possession of a valid passport, and s.2(5)(f) defines a valid passport as one bearing a visa unless a visa is dispensed with under an arrangement to which Lesotho is a party. The Ministry's e-visa rule and the embassy's country list administer that statutory requirement.
The table legend defines 'NO' as 'Citizens DO NOT require a Visa to enter Lesotho'; each of the named countries appears in the same table with the value NO in the 'To Lesotho' column, so these nationals need no visa arranged in advance.

How the documents behind this regime are dated
The embassy table footer reads '© 2026 Lesotho Embassy in the United States of America' and a page cache line states 'Last modified: August 28, 2026 8:01 am'; it was fetched live on 2026-08-21. The Bulgaria MFA advisory records 'Last update 05 November 2025' and the EU waiver 'as of 10 June 2025'. The controlling statute is the Aliens Control Act 1966 (No. 16 of 1966).
What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
