The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
Both issuers are enumerated in Part A of the list whose heading imposes the visa obligation on the listed countries' nationals, so they require an advance visa; the MFA's exemption recognition for Schengen visa holders expressly excludes them.
