A sum of money equivalent to 2000 USD, or a check of the same amount certified by the concerned bank

This is the operative instrument of the General Directorate of General Security — the body that controls entry — and it imposes the requirement directly: its catch-all states that nationals of countries not previously mentioned require a visa delivered by one of the Lebanese embassies or a previous authorization from the General Security, and it enumerates the current exemptions. It implements Law 319 of 10 July 1962 and Decrees 10188 and 10267, which it cites.

The passage grants a one-month visa at the airport to nationals of the listed Arab and African states, including Jordan, Nigeria, Ghana and Cote d'Ivoire, and imposes the ticket, hotel and cash conditions on them.
