  • Tourist visas can be obtained upon arrival for travelers from exempted countries (see list of exempted countries) who meet the following grant criteria: Not a prohibited immigrant. Not prevented by the Minister from returning to Vanuatu. Pass the character test. Free from contagious diseases, mental conditions, or any health issues that pose a risk to the Vanuatu community's health. Provide satisfactory security as required under section 8 of the Immigration Act. Have the financial means to support oneself and dependents (if any) in Vanuatu. Have a genuine intention to visit and depart from Vanuatu within 120 days. Possess a return ticket or satisfactory means of traveling from Vanuatu to a destination outside Vanuatu that allows entry. If under 18 years of age, provide written consent from parents or legal guardians.

Official wording

A tourist visa for Vanuatu is designed for short-term travelers with a genuine intention of visiting the country for tourism, leisure, or social visits. This visa comes with specific conditions, including a maximum stay of 120 days without the possibility of extension. Visa holders are not allowed to engage in commercial, employment, or business activities, and they must exit the country before the 120-day validity expires. Tourist visas can be obtained upon arrival for travelers from exempted countries or through a pre-approved application process for those from non-exempted countries.

Section 26 of the Immigration Act No. 17 of 2010 creates the obligation itself: it makes it an offence for a non-citizen who is not the holder of a visa to enter Vanuatu, and ss 26A and 26B (inserted by the 2018 amendment) are the powers under which the visa-on-arrival and exemption orders are made. The ministry pages describe and apply that statutory scheme rather than creating it.

The Department's visit page states the tourist visa has 'a maximum stay of 120 days' and that tourist visas 'can be obtained upon arrival for travelers from exempted countries', which is exactly the entitlement these issuers hold.
