PKM 541 approved the Polozhenie on the stay of foreign citizens, which creates the obligation that foreign citizens enter, stay and transit Kyrgyzstan in visa order unless an international treaty or a normative act provides otherwise (point 2), and sets the visa-free stay periods; PKM 855 (gov855) amends it and is the current expression of the same instrument.
The MFA's own list names Azerbaijan, Armenia, Georgia and Moldova as visa-free under the 1992 CIS agreement and Tajikistan under the 2000 EurAsEC agreement (with Belarus, Kazakhstan, Russia); Armenia/Belarus/Kazakhstan/Russia are covered by the EAEU row, leaving these four visa-free, with the stay period per the reciprocity fallback in the Polozhenie.
