Minister of Interior Decision No. 25 of 2019 issues the executive regulation of Law No. 21 of 2015 on the entry, exit and residence of expatriates. Article 3 imposes the entry-visa obligation on every expatriate, Article 31 provides that nationals of countries the Minister designates receive a visit visa on arrival or an exemption while 'nationals of all other countries' receive advance visit visas, and Article 13 empowers the Minister to exempt nationalities. It is therefore the instrument that creates the obligation; the MOI and Visit Qatar pages are the Minister's current designation lists under it.
Discover Qatar, the official hotel partner for the visa-on-arrival process, states the MOI requires nationals of India, Pakistan, Thailand and Iran to book a hotel before travelling, confirming they still obtain a visa on arrival rather than needing one in advance.
