Catégorie A : Les ressortissants de certains pays , soumis à la formalité du visa, dont la liste est définie par les autorités marocaines compétentes (Azerbaïdjan, Benin, Brunei Darussalam, Cambodge, Guatemala, Inde, Jordanie, Laos, Israël, Thaïlande et Vietnam) détenteurs d’un passeport ordinaire valide, au moins 90 jours à la date de dépôt de la demande.

Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
The official acces-maroc note lists Category A nationalities eligible to apply online for the Moroccan e-visa; each of these issuers appears there (Azerbaijan has since become visa-free and is excluded here).
