This arrêté, made under the CESEDA (articles L. 211-1 and R. 211-1) and published in the Journal officiel, is the instrument that imposes the visa requirement for entry into the collectivity of Saint-Barthélemy: Article 1(b) requires a valid visa where Annexe II makes it necessary and Article 3 grants the dispense only to persons listed in Annexe II. It is the obligation-creating instrument, not a summary.
Inde and Thaïlande appear in Annexe II §1 only for diplomatic passports, ordinary passports already bearing a French multiple-entry visa, or cruise passengers. Article 1(b) makes a visa mandatory whenever Annexe II does not dispense the passport actually held; these annex entries dispense only the stated limited classes, so the ordinary passport requires a visa.
