Art 11.1 of the Law on the Legal Status of Foreign Citizens creates the entry obligation — a foreign citizen entering Mongolia must hold a Mongolian visa unless an international treaty provides otherwise — and arts 9.2.4 and 11.8 empower the Government and ministers to make the exemptions and the border-post visa rules. The visa-free lists, the e-visa list and the visa rules all implement this law rather than create the obligation.
The Immigration Agency's list enumerates the countries whose citizens may apply for a Mongolian e-visa, so these issuers must arrange a visa in advance but may do so online.
