The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.

The Department of External Affairs' table lists each of these countries with 'YES (poe)' under 'Foreigners visiting Saint Lucia', meaning a visa is issued at the port of entry; once admitted the visitor may be granted a permit to remain up to 6 months under Immigration Act s.12(1).
