Ley Orgánica Nº 3/2.010 is the organic aliens statute of Equatorial Guinea. Article 20.2 imposes the requirement that a visa is always needed to enter unless an international convention Equatorial Guinea has signed provides otherwise — this is the clause that CREATES the obligation, rather than a description of it.
The CEMAC Additional Act's own title states that it abolishes visas for all CEMAC nationals travelling within the community, and the record names the member countries, five of which are foreign to Equatorial Guinea (CMR, CAF, TCD, COG, GAB). Under Article 20.2 of the Ley the visa requirement yields to an international convention Equatorial Guinea has signed, and the 2026 ITU note confirms CEMAC passports are currently exempt in practice.
