AIC NR 17/A/22FC of 25 March 2022 is the Central African Republic authorities' notice to airlines, published through the ASECNA Brazzaville NOTAM Bureau (the state's designated aeronautical-information service). It states the entry-visa obligation for every person not benefiting from an exemption ('Toute personne voulant se rendre en terre centrafricaine, ne bénéficiant de l'exemption de visa, est tenue de présenter un visa d'entrée') and annexes the list of countries whose nationals are exempt — the held official text that both imposes the general requirement and enumerates who escapes it. The note circulaire (CEMAC exemption, 90-day stay), the arrêté (evidence of Ordonnance 85.016, the underlying admission regime, and the CAF-nationals scope) and the US Embassy alert (2023 US cancellation) supply facts the AIC cannot contain.
The CAR MFA's own note circulaire names the five CEMAC states (Cameroun, Congo, Gabon, Guinée Equatoriale, Tchad) whose nationals are no longer subject to the CAR entry-visa obligation and fixes the permitted stay at three months (90 days) — the maxDays value and the issuer set on this row.
