Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.
Law 2/2014 defines its own scope: an 'Arab' is a holder of an Arab nationality and a 'foreigner' is anyone not holding Syrian Arab nationality, so a Syrian citizen holding a Syrian passport is neither class the law regulates; the entry-visa regime does not reach them.
