Décret n° 87-076, reproduced in the Ministry of Justice's official compilation, is the implementing regulation that CREATES the visa obligation: Art. 2 requires every foreigner entering Niger to hold a passport bearing a Nigerien visa, and Arts. 3-5 define the exemptions (reciprocal visa-abolition agreements, air transit, border-zone nationals). It does not merely describe the position; it imposes the requirement. The AIP GEN-1.3 records the current set of states to which the exemption applies, a later fact the 1987 decree cannot contain.
AIP item 16 grants holders of valid Seychelles travel documents visa-free entry; the AIP states no specific duration for Seychelles, so the general Nigerien stay limit for visa-free visitors applies.
