Regulation 2 of the Immigrants and Emigrants Regulations 1956, made under section 48 of the Immigrants and Emigrants Act No. 20 of 1948, requires every person to whom section 10 of the Act applies to hold a visa to enter Sri Lanka; that is the instrument that creates the visa obligation which the Department's ETA system and the 2026 fee-waiver scheme implement and apply.
The ETA exempt list names Singapore and Seychelles as exempt from the ETA requirement for short visits up to 30 days, so their nationals enter visa-free without any advance authorisation; the eta-fees bilateral clause confirms 'Singapore and Seychelles - 30 days'.
