The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.
The notice names these Nordic countries among the 22 exempt from K-ETA, extended to 2026; the MOFA consolidated inbound table gives their stay as 180일 중 90일 (90 days within any 180-day period), a rolling window.
