The Regulation on the Visit Visa for Tourism Purposes (Ministerial Decision 2344 of 1444H, Ministry of Tourism) creates the obligation at issue: Article 2 requires anyone entering the Kingdom for tourism to hold a valid visa unless entry does not require one, Article 3 fixes the stay durations, Article 4 establishes the visa-on-arrival/e-visa routes and delegates the eligible-country list to the official platform, and Article 6 states the default for non-listed nationalities.
The official Saudi eVisa portal — which the Tourist Visa Regulation Article 4 designates as the place where the eligible-country list is published — states that visitors from 66 eligible countries can apply for an eVisa (and under Article 4's first route obtain a visa on arrival), and fixes the multiple-entry visa at one year with stays up to 90 days.
