Pour être admis à entrer sur le territoire de la Guadeloupe, la Guyane, la Martinique, La Réunion et de la collectivité de Saint-Pierre-et-Miquelon, pour y effectuer un séjour d'une durée n'excédant pas 90 jours sur toute période de 180 jours, tout étranger non bénéficiaire de la libre circulation en application des dispositions de la directive 2004/38/ CE du 29 avril 2004 doit respecter les conditions d'entrée suivantes … Outre les étrangers mentionnés à l'article 1er qui bénéficient de la libre circulation des personnes, sont dispensés du visa prévu à ce même article les étrangers mentionnés à l'annexe II du présent arrêté, dans les limites qu'elle fixe.

Article 1 of this arrêté imposes the entry conditions (including the visa requirement) on every foreigner entering Martinique who does not benefit from free movement, and Article 3 plus Annexe II create the visa exemptions. It is the instrument that creates the obligation, not a description of it; the DGEF page only describes the same rules.
Article 1 applies the entry conditions (including the visa requirement) only to 'tout étranger non bénéficiaire de la libre circulation' under Directive 2004/38/EC, and Article 3 exempts those who benefit from free movement of persons from the visa — EU, EEA and Swiss citizens therefore fall outside the visa regime for Martinique entirely, with no stay cap imposed by this arrêté.
