The Llei qualificada d'immigració is the Andorran statute that creates the entry obligation: Article 12 fixes the documents required to enter, and the twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter France or Spain, which is the obligation this regime enforces. Regulation (EU) 2018/1806 merely supplies the list of who needs such a visa.
Article 12(2) names nationals of EU/EEA member states as entitled to enter Andorra (with a national identity document in force), Article 16(1) removes any immigration-authorisation requirement for tourists, and Article 17 caps the tourist stay at ninety days counted from entry; every issuer on this row is an EU or EEA member state, so the class rule reaches each of them.
