Section 9B(1) of the Immigration Act 1959 imposes the requirement that a non-citizen must not travel to Singapore without a Singapore visa that is in effect, and s 9B(2) creates the exemption for holders of valid passports from countries approved by the Minister. The ICA visa-requirements page administratively expresses that approval as the visa-required list; the Act is the instrument that creates the obligation.
The ICA page is the operative expression of the ministerial approval under s 9B(2): it enumerates the countries whose travel documents require a Singapore entry visa, and each of the 34 issuers on this row appears in that list, so a visa must be arranged before travel.
