A citizen of a foreign country, wishing to enter The Arab Republic of Egypt, generally must first obtain an e-Visa via the Egypt e-Visa Portal.

Law 89/1960 on the Entry and Residence of Foreigners, as amended by Law 88/2005, Article 2 creates the obligation: no one may enter Egypt without a passport endorsed (visa'd) by the Ministry of Interior or an Egyptian mission, and Article 5 delegates to the Minister of Interior the power to exempt named nationalities. It is the instrument that creates the obligation; the ministry and consular pages administer and describe it.

The Ministry of Interior's e-visa portal FAQ states the general rule that a foreign citizen wishing to enter Egypt must first obtain a visa; each issuer in this row appears on no published e-visa roster and on no visa-on-arrival list in the sources held, so the general visa requirement applies and it must be arranged at an Egyptian consulate.
