This arrêté, made under articles L. 211-1 and R. 211-1 of the CESEDA, is the instrument that CREATES the entry conditions and visa requirement for Saint-Barthélemy and Saint-Martin: article 1 imposes the visa and entry conditions, article 3 creates the exemptions, and annexe II enumerates the exempted countries and the limits.

L'entrée de Saint-Marin à l'annexe II (1) dispense tout type de passeport, y compris pour des séjours de plus de trois mois, donc sans plafond de durée dans ce régime.
