The Ley de Extranjería y Migración is the statute that creates Venezuela's entry regime: Article 6 defines the non-migrant (tourist) category with its 90-day stay, and Article 7 (full text also held) requires every foreigner to hold a valid passport with the corresponding visa or authorizing document — the obligation the MPPRE exemption list operates on.
This row is the complement of the MPPRE inclusion list: the page asks who must apply for the tourist visa and names only the 71 exempt countries, so it does not name this row's issuers because none of them is an exempt entry. The embassy page states the converse rule in terms ('Los países fuera de esta lista necesitan visa para entrar por vía aérea'), and each of this row's issuers was checked by name against the 71-country list and is absent.
