Per 01 juli 2022 heeft de Regering van de Republiek Suriname de eenzijdige visumafschaffing voor bepaalde landen ingesteld. Dat wil zeggen dat Staatsburgers van die landen visumvrij mogen afreizen naar Suriname voor toeristische doeleinden en of familiebezoek tot een maximal verblijf van 90 dagen. … De landen waarvoor deze eenzijdige visumafschaffing per 1 mei 2023 niet van toepassing is, zijn: de Dominicaanse Republiek, India, Venezuela, Afghanistan, Bangladesh, Nepal, Pakistan, Sri Lanka, Angola, Ghana, Kameroen, Kenia, Nigeria, Zambia, Zuid-Afrika, Eritrea, Somalië, Egypte, Tunesië, Cuba en Syrië. … Met deze maatregel moeten alle Staatsburgers de Entry Fee betalen om toegelaten te worden tot het Surinaams grondgebied. … Per 01 januari 2023 kan de betaling van de “Entry Fee” uitsluitend op de navolgende wijze geschieden: online via het webadres van VFS Global https://suriname.vfsevisa.com/suriname/online/login

The Vreemdelingenbesluit 1995 (Aliens Decree, S.B. 1995 no. 85), implementing the Vreemdelingenwet 1991, creates the entry obligation: Article 12 requires every alien to hold a passport carrying a visa unless the Minister designates an exemption. The current Entry-Fee regime and the 21-country visa/tourist-card list are later modifications of that obligation made by decree (S.B. 2022 no. 68, S.B. 2023 no. 76, S.B. 2024 no. 13) and ministry measures, so the decree is the instrument that creates the obligation the later instruments modify.

The ministry's travel page makes nationals of countries not on the 21-country exclusion list visa-free for tourism or family visits up to 90 days, then states that all nationals must pay the Entry Fee to be admitted and that payment is made exclusively online through VFS Global; each issuer in this row is absent from the 21-country list and from the fee-exemption groups, so each must arrange the Entry Fee voucher online before travel.
