1- VISA COURT SEJOUR OU NON-IMMIGRANT NON TRANSFORMABLE (Durée séjour inférieur ou égale à quatre-vingt dix (90) jours) … Les visas d’entrée et de séjour avec une à trois entrées au maximum sont délivrés soit par les Représentations diplomatiques ou consulaires Malagasy, soit par le Commissariat de Police chargé de l’immigration/émigration à l’aéroport ou au port de débarquement, moyennant le paiement du droit correspondant.

Loi n° 62-006 of 6 June 1962 is the Act that organises and controls immigration in Madagascar: its Article 4 imposes the obligation — 'Aliens wishing to enter Madagascar must hold documents and visas' — on all aliens and stateless persons. The official eVisa portal and the embassies implement that obligation; they do not create it.
The Embassy of Madagascar in France, a mission of the Ministry of Foreign Affairs publishing on the official diplomatie.gov.mg host, states the short-stay non-immigrant entry-and-stay visa covers stays up to ninety days and is issued either by the Malagasy diplomatic or consular representations or by the immigration/émigration police commissariat at the airport or port of disembarkation. That is the visa-on-arrival route this row records for every issuer on it — a stay of at most 90 days obtainable at the point of arrival — and the page draws no nationality distinction, so all 208 issuers keep the same rule.
