Chet el fuqarolari, agar Oʻzbekiston Respublikasining qonunchiligida va xalqaro shartnomalarida boshqacha qoida nazarda tutilmagan boʻlsa, amaldagi harakatlanish hujjatlari boʻyicha, Oʻzbekiston Respublikasi tomonidan viza rejimi oʻrnatilgan mamlakatlar uchun esa Oʻzbekiston Respublikasining amaldagi kirish vizalari (shu jumladan elektron vizalar) mavjud boʻlgan taqdirda Oʻzbekiston Respublikasiga kirishi mumkin.

Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.
Law O'RQ-692 Article 28 states that nationals of countries for which Uzbekistan has a visa regime may enter only with a valid entry visa (including e-visas); none of these issuers is on the visa-free list (Annex 5) or the e-visa list, so they fall under the visa-regime default and must obtain a visa in advance.
