Regulation (EU) 2018/1806 is the instrument that creates the obligation: Article 3(1) requires nationals of Annex I third countries to be in possession of a visa when crossing the external borders, and Article 4(1) grants the Annex II exemption. The Schengen Borders Code supplies the 90-in-180 duration but does not itself impose or waive the visa requirement.
Article 3(1) requires nationals of the third countries listed in Annex I to be in possession of a visa when crossing the external borders, and Annex I names each of these issuers (including The Palestinian Authority in section 2); none of them appears in Annex II, so no visa exemption applies to them and the visa requirement governs.
