RA 38/2021 creates the obligations that govern this regime: art. 7 (visa and prior entry authorisation), art. 8 (entry-and-stay authorisation at the border posts, i.e. visa on arrival), art. 9 (exemption from visa and prior entry authorisation) and art. 10 (maximum stay periods). The CPSP page describes that regime and publishes the current list; Despacho 165/2010 adds the six-country prior-visa requirement under arts. 8(3) and 9(1)(4).
Each of these issuers appears in the Chief Executive's exemption list quoted here (their Portuguese names are in the 88-country list); the stay table grants holders of ordinary valid passports a maximum stay of 30 days, and none of them is assigned to a longer-duration category.
