Amiri Decree-Law 114/2024 on the Foreigners' Residence Law is the statute that creates the entry regime: its first chapter requires foreigners to hold a valid passport or travel document to enter and leave Kuwait (GCC citizens excepted), its second chapter empowers the Minister of Interior to set entry-visa types and procedures, and it makes an entry visa the default for foreign nationals unless exempted by decree; the executive regulation and ministerial decisions implement these delegations.
Article 1 of Law 114/2024 makes a valid passport or recognized travel document the general condition for a foreigner entering or leaving Kuwait and then exempts the citizens of the GCC states from that condition, declaring their national personal identity card sufficient; a GCC national therefore presents the identity card at the border and is admitted without an entry visa or any advance authorisation, and the law sets no stay cap on that admission.
