وجه دولة رئيس مجلس الوزراء في جمهورية العراق بمنح سمات الدخول الاعتيادية للراغبين بزيارة العراق من مواطني الدول الاعضاء في مجلس التعاون لدول الخليج العربية في المنافذ الحدودية (البرية، والبحرية، والجوية) ودون الحاجة الى سمات الدخول المسبقة . وسيسري العمل بهذا القرار ابتداء من 1/4/2023. كما تم تخويل البعثات العراقية العاملة في الخارج بمنح سمات دخول متعددة لمواطني الدول المذكورة والتي تشمل المملكة العربية السعودية والكويت وعُمان وقطر والبحرين والامارات العربية المتحدة.

Law No. 76 of 2017 is the primary statute that creates the obligation: article 3 makes a valid entry visa a condition of entering Iraq for every foreigner, and articles 5-7 vest the issue of entry visas in the General Residence Directorate. The e-visa requirement and the visa-on-arrival arrangements are subordinate decisions made under this law.
The Embassy of Iraq in Riyadh publishes the Prime Minister's directive that citizens of the six Gulf Cooperation Council states, each named in the passage, are granted ordinary entry visas at Iraq's land, sea and air border crossings without a pre-arrival visa, effective 1 April 2023; that is the visa-on-arrival entitlement for these six issuers.
