Loi n° 08-11 du 25 juin 2008 is the Algerian statute that imposes the visa requirement: Article 4 obliges every foreigner to hold a visa in force for any stay, Article 7 requires presenting it at the border, and Article 8 fixes the 90-day maximum stay. The MFA pages describe this obligation and its exemptions; they do not create it.

Loi 08-11 Art. 4 requires every foreigner to hold a valid visa for any stay in Algeria; these issuers hold no exemption, so the visa obligation applies to them and the consular visa is the only route.
