The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.
The passage is the Russia–Samoa visa-waiver agreement's condition as published by Samoa's foreign ministry: citizens of both countries may enter, transit and stay without a visa for up to 60 days. It names Russia and states the 60-day stay.
