Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.

Annex 5 of Resolution 408 lists these eight states under the heading 'Cheklanmagan muddat' (unlimited period), establishing that their citizens enter Uzbekistan without a visa and with no stay limit stated by this instrument.
