It states the obligation the rest of the regime qualifies, in words that impose rather than report: 'Foreigners are required to obtain a non-immigrant visa before entering into Myanmar.' That sentence creates the default for every issuer no list names, which is why the residual row cites it.
The Ministry of Information reports the reciprocal Russia-Myanmar visa-free agreement allowing Russian citizens to stay in Myanmar without a visa for up to 30 days, subject to a 90-day-per-year cap.
