FEDERACION DE RUSIA Según el Acuerdo entre el Gobierno de la República de Costa Rica y el Gobierno de la Federación de Rusia sobre las Condiciones de supresión de las formalidades de visado en viajes mutuos de los nacionales de la República de Costa Rica y de los nacionales de la Federación de Rusia, del 5 de febrero del 2019, la permanencia de los nacionales de la Federación de Rusia será hasta de 90 días naturales, contados a partir del día de ingreso.

The Directriz itself imposes the obligation on nationals of Groups 3 and 4 ('los que requerirán visa consular', 'los que requerirán visa restringida') and grants the visa-free entry of Groups 1 and 2; it is issued under Ley 8764 arts. 12, 13, 47, 48 and 51 and its CONSIDERANDO III quotes art. 7 of Decreto 36626-G establishing the four-group structure, which delegates exactly this nationality-by-nationality list to the DGME. It is not a description of the rule; it is the rule.

Russia sits in the visa-free SEGUNDO GRUPO, and the Directriz's specific regulation for the Federación de Rusia states the stay 'será hasta de 90 días naturales, contados a partir del día de ingreso', so Russians enter visa-free for up to 90 days.
