Section 6(1) of the Immigration Act (Cap 17) creates the obligation: no person other than a citizen may enter Brunei unless holding an Entry Permit, pass, Residence Permit or an exemption made under section 54. The MFA visa-category pages describe the scope of the exemptions granted to that obligation; they do not create it.

This is the MFA category page for the D1 visa-waiver arrangement: it states that countries under this category need no visa and may stay up to 90 days. The MFA Visa-Information page indexes each of these issuers' ordinary passports under this same D1 category, so the rule reaches them.
