Section 4(1) of the Immigration Act 1982 creates the obligation: no person other than a citizen of Swaziland shall enter Swaziland unless in possession of a valid entry permit or pass. The Act is the instrument that imposes the requirement; the ministry's visa list and the regulations' Sixth Schedule describe who is exempt from the visa prerequisite, not the requirement itself.
The High Commission states the rule in the complement direction: entry visas are required from all nationals EXCEPT those it then enumerates. Kosovo appears nowhere in that enumeration (which does carry the legacy successors 'Serbia & Montenegro' and 'Yugoslavia'), so Kosovo is on the required side of a rule the current mission page states affirmatively - not on the silent side of a stale list.

mha-visa-list carries no date on the page itself; it still lists "YUGUSLAVIA" and "SERBIA AND MONTENEGRO", indicating content last updated c.2003-2006. eswatini-kul-visa shows "2024-11-28T16:32:40+08:00" as its last update. gov-sz-visa-page carries no date. The Immigration Act 1982 commenced 1st March 1987; the Immigration Regulations 1987 commenced 1st March 1987.
