- Para Taiwán (TWN): el único acuerdo bilateral de supresión de visas con Taiwán — el Decreto A.N. N°. 6746, que cubría pasaportes diplomáticos, oficiales y de servicio — fue derogado por el Decreto A.N. N°. 8784 del 14 de diciembre de 2021, que además cubre vinculantemente cualquier acuerdo, tratado, convenio o instrumento suscrito con Taiwán antes del 9 de diciembre de 2021; por tanto no está en vigor ningún acuerdo de libre visado que exima a Taiwán.

La Visa de Ingreso, es aquella que según su naturaleza requiere de solicitud previa, del ciudadano o ciudadana de otra nacionalidad o de parte interesada, dentro o fuera del territorio nacional, ante las autoridades competentes, conforme lo establecido en esta Ley y su Reglamento

Disposición 002-2026 is the DGME's operative instrument that enumerates, nationality by nationality, who is exempt from the visa requirement (Category A) and who requires a Visa Consultada (Category C); it is the instrument that creates the current entry obligation for this regime, replacing the prior A/B/C assignment.
Ley 1228 art. 97 (reformed Ley 761 art. 97) makes the entry visa a prior application required of foreign nationals; these issuers are not exempted by Disposición 002-2026's Category A list, not assigned to its Category C list, and no bilateral libre-visado agreement for them is held, so the general requirement applies to them.
