Aevamo’s reading

The Kiribati Immigration Act 2019 creates the obligation: section 8 provides that persons other than Kiribati citizens must hold a visa to travel to and be in Kiribati, and section 28/62 create the waiver power. The Entry and Visa Exemption Order 2023 is the waiver instrument made under s.62(1),(2) of this Act, so the Act is the source of both the default requirement and the exemption power. The -ilo id is the same Act as a text-extractable copy hosted by ILO NATLEX.

Clause 3.1 of the Entry and Visa Exemption Order 2023 waives the visa requirement for citizens of the countries and regions on its exempt list — the list the Order sets out after clause 3.3, which enumerates these issuers — so their entry mode is visa-free; the closing sentence of clause 3.3 sets the maximum stay under that exemption at 90 days in any 12-month period, which the row records as a 90-day rolling window.
