Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
Qatar is listed in the reciprocal visa-free group for 30 days, so Qatari citizens enter visa-free for tourism; the attached note narrows the grant by requiring an advance visa for entry to study or work.
