Law No. 2 of 2014 Article 2 creates the obligation that every person entering Syria must hold a passport bearing a Syrian-issued entry visa, and Article 7 authorises the Interior Minister to exempt anyone; Decision No. 128 of 2025 exercises that authority by fixing the visa fees and the fee-exempt nationalities.
The Sing Tao report of the Palestinian Embassy in Syria's official notice states that holders of ordinary Palestinian passports and Palestinian travel documents must obtain prior approval — processed through the Syrian Ministry of Interior's Public Relations Office — before entering Syrian territory, so an advance authorisation is required for PSE.
