Subject to the exemption specified in regulation 3 of these Regulations the passport of a national of any foreign country shall not be accepted by an immigration officer unless it bears a visa of a Grenadian Consular or Passport Control Officer.

The Immigration Act Cap 145 is the statute that creates the obligation: section 11 forbids aliens to enter without leave, section 5 and the Immigration (Visa) Regulations made under section 39 require the passport of a foreign national to bear a Grenadian visa unless the national is exempt, and the visa-exemption lists (the Third Schedule and the ministry's list) operate as exceptions to that baseline.
Regulation 2 of the Immigration (Visa) Regulations states the default: the passport of a national of any foreign country must bear a Grenadian visa. These issuers appear on no exemption list in the documents I hold, so the default requires them to obtain a visa in advance.
