Иностранцы, не имеющие действительного вида на жительство, биометрического вида на жительство, въезжают в Республику Беларусь, выезжают из Республики Беларусь и осуществляют транзитный проезд (транзит) через территорию Республики Беларусь по документу для выезда за границу при наличии визы, если иное не определено настоящим Законом, иными законодательными актами и международными договорами Республики Беларусь.

Article 27 of Law No. 105-Z imposes the visa requirement on aliens entering Belarus ('при наличии визы, если иное не определено настоящим Законом, иными законодательными актами и международными договорами Республики Беларусь'), and Article 39 caps visa-free stays at 90 days per calendar year; the exemptions operate as exceptions to this statutory default.
Article 27 requires a visa of aliens entering Belarus unless this Law, other legislative acts or international treaties provide otherwise; these issuers are named in no such grant.
