Section 6(1) of the Immigration Act (Cap 17) creates the obligation: no person other than a citizen may enter Brunei unless holding an Entry Permit, pass, Residence Permit or an exemption made under section 54. The MFA visa-category pages describe the scope of the exemptions granted to that obligation; they do not create it.
The MFA's visa category page defines Category A: ordinary passport holders of these countries must have their visa application referred to Brunei, i.e. a visa must be arranged in advance. The Category A list on the same page enumerates these issuers.
