SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).
SRO 37 of 2019 regulation 2(2)(a) enumerates exactly which citizens may land in Dominica without a visa for up to six months; every issuer in this row is one of the named countries.
