Subject to subregulation (8), the passport or other travel document of every person who seeks to enter Trinidad and Tobago shall carry where required, the visa of a diplomatic or consular officer of Trinidad and Tobago or, where Trinidad and Tobago is not so represented, of a diplomatic or consular officer of the country that acts on behalf of Trinidad and Tobago in the country of issue. … Nothing contained in subregulation (8) or (9) shall apply or be deemed to apply to the nationals or citizens of the Second countries set out in the Second Schedule and every such national Schedule. or citizen shall, notwithstanding anything in these Regulations expressed or implied to the contrary, be in possession of a valid and subsisting visa required by subregulation (5).

The Immigration Act Chap. 18:01 and its subsidiary Immigration Regulations create the obligation this regime rests on: regulation 13(5) requires every person seeking to enter Trinidad and Tobago to carry a visa where required, regulation 13(8) defines who is exempt, and regulation 13(11) with the Second Schedule makes visas compulsory for the listed countries. The other documents cited supply facts the Act cannot contain: which nationalities the Immigration Division treats as exempt, and the duration standards.
Regulation 13(5) imposes the visa requirement on 'every person who seeks to enter Trinidad and Tobago' as a general rule, and reg 13(11) with the Second Schedule makes it compulsory for the listed countries; the residualSweep records that each of the 72 issuers was checked against every exemption list held (the September 2024 visa-free list, the 2015 comprehensive table, the EU waiver and MFCA Schengen update, and the act's reg 13(8) classes) and appears on none, so the general requirement applies to them.
