Law 79/2021 is the statute that makes a valid entry visa the general condition for a foreigner entering Albania (art. 6(1)(b)) and vests in the Council of Ministers the power to approve the visa-free country list (art. 29(1)); VKM 858/2021 is its implementing regulation, which is why the rows cite the VKM for the lists and the Law for the underlying obligation and duration.
Point II.A.4 directs that the states whose nationals enter Albania with a visa, and the missions where they may apply, are set out in Annex 4; none of this row's issuers appears in the Annex 3 visa-free lists, so the visa route is the one that applies to them.
