D.L. 1350 (Decreto Legislativo de Migraciones) and its Reglamento (D.S. 007-2017-IN), as consolidated in this MIGRACIONES edition and amended by D.L. 1582, create the obligation: a visa is the authorization a foreigner needs to be admitted (art. 27), lacking the required visa is an impediment to entry (art. 48.1.i), and visa-exempt foreigners may present directly at border control (Reglamento art. 129). The RREE table then applies that framework by enumerating which passports are exempt.

D.L. 1350 art. 8 defines 'Extranjero' as any person who does not hold Peruvian nationality, so the visa regime that governs foreigners does not reach a Peruvian national entering Peru — free movement with no stay cap.
