Article 6 of the Foreign Passport Visa Act is the instrument that CREATES the obligation: "持外國護照者，應持憑有效之簽證來我國" — foreign-passport holders must enter with a valid visa — and it delegates to MOFA the power to carve out visa-exempt and visa-on-arrival treatment. The BOCA lists exercise that delegation and therefore describe an obligation the Act creates.
The Chinese eVisa page lists the 20 eligible nationalities; these 14 carry no extra stated condition and use the online eVisa route.

Visa-free, 14 days
A passport with remaining validity of at least six months as of the date of entry
A confirmed return air/sea ticket or air/sea ticket and a visa for the next destination, and a confirmed seat reservation for departure flight.
Holders of emergency or temporary passport, except those from the United States of America, should apply for a visa at a Taiwan (ROC) overseas mission, or a landing visa after arriving in the Taiwan (ROC).
Oman nationals who wish to stay in Taiwan for more than 14 days may apply for an eVisa instead.
